Victoria Ballestero to Lead ATCS’ Private Site Civil Engineering Expansion
HERNDON, Va. – Victoria Ballestero, PE, MBA, ENV SP, has been named vice president of private site civil engineering at ATCS. In this expanded role, she will help advance ATCS’ ten-year vision for growth by strengthening the firm’s private site civil engineering practice across Maryland, Virginia, and North Carolina.
Her immediate priorities include building on ATCS’ established presence in Maryland, Northern Virginia, and the Tidewater region, while accelerating growth in Richmond, Virginia, and Raleigh, North Carolina. Over the next decade, she will play an influential role in expanding ATCS’ private site civil footprint along the East Coast.
“I’m energized by the opportunity to foster relationships between private site civil clients, the community, and ATCS in Maryland, Virginia, and North Carolina,” said Ballestero.
Since joining ATCS in 2018, Ballestero has driven operational and business development success, including leading the opening of the firm’s Largo office in 2019. For the past five years, she has overseen operations in Largo, managing business development, client relationships, project delivery, and staff development while setting the long-term vision for growth.
“Victoria’s leadership has been essential in building our presence in Maryland and positioning ATCS’ private site civil engineering practice for long-term success,” said Josh Wilson, senior vice president and North Region manager. “Her ability to connect with clients, mentor teams, and align growth with market needs will be essential as we strengthen and expand these services in Virginia and North Carolina.”
Ballestero holds a Bachelor of Science in Civil Engineering and a Master of Business Administration from Clarkson University. She remains active in the industry as chair of the Maryland Building Industry Association’s Prince George’s County Chapter, co-founding member of the National Society of Professional Engineers Women’s Leadership Task Force, immediate past president of the Maryland Society of Professional Engineers, and a member of Clarkson University’s Civil and Environmental Engineering Advisory Council.
