Susan Shaw Published in ARTBA’s Transportation Builder Magazine
Summary
"Moving More People: The Case for Transit-Integrated Managed Lanes" appeared in the July/August 2026 issue.
Susan Shaw, Vice President of Major Program Development & Delivery at ATCS, is featured in the July/August 2026 issue of Transportation Builder, the flagship magazine of the American Road & Transportation Builders Association (ARTBA).
In her article, “Moving More People: The Case for Transit-Integrated Managed Lanes,” Susan makes the case that transit priority should be a design requirement for the next generation of managed lanes, not an afterthought added later.
Key takeaways from the article include:
- Transit priority increases a managed lane’s total person-throughput, not just vehicle count
- On I-394 in Minneapolis-St. Paul, the MnPASS lane carried 1,628 bus riders during the morning peak alone by 2012, rivaling the throughput of the two general-purpose lanes combined
- In Northern Virginia, $282 million has been invested across 76 projects in the I-66 and I-395/95 corridors since 2017, funding new transit routes, added frequency, and additional buses
- On the I-66 Outside the Beltway express lanes, restructured commuter routes are now running 15–20 minutes faster and more reliably than before the lanes opened
The feature follows Susan moderating a panel at ARTBA’s P3s in Transportation Conference this past July in Washington, D.C., where she led a discussion with state DOT leaders representing Virginia, Georgia, Tennessee, and South Carolina on how managed lanes are shaping the next generation of transportation infrastructure.
ATCS is proud to see Susan’s expertise recognized on this stage and looks forward to continuing to help regions design managed lanes that move more people, not just more cars.
