Loudoun County’s Ashburn Senior Center was developed as a 15,000-square-foot LEED-certified facility designed to support active living and community programming for older adults. Built on a five-acre site, the center includes a fitness room, gymnasium, commercial kitchen, computer lab, game room, and arts-and-crafts space. A large multipurpose area accommodates flexible use and indoor pickleball courts. Classrooms were designed to open directly to outdoor areas, offering natural extensions of indoor activity and maximizing the use of the surrounding landscape.
This project represents the County’s ongoing investment in public infrastructure that meets present-day needs and long-term operational goals.
Supporting Quality and Progress in the Field
ATCS supported Loudoun County through its on-call construction management and inspection services contract, providing continuous field presence and oversight throughout the project. Our team delivered inspections, materials testing, engineering support, and project controls from initial mobilization through closeout.
By conducting daily inspections and maintaining structured reporting with supporting photo documentation, we helped identify issues early and reduce rework. This approach allowed the County to stay ahead of potential quality concerns and maintain steady progress without compromising standards.
ATCS also provided test tracking, monthly construction reporting, and payment support. We monitored compliance with the approved plans, specifications, and applicable codes while facilitating coordination between field teams and County staff.
Reducing Delays and Protecting the Schedule
Construction of the center’s geothermal system required real-time coordination. During the well excavation, ATCS inspectors observed unstable soil conditions and helped coordinate adjustments to the installation method. When the backfill was complete, our team identified a cinched line and worked with the contractor and the County to address the issue quickly.
Later in the project, ATCS reviewed a contractor-submitted six-week time extension related to utility relocations. After reviewing the request and analyzing its impact on the critical path, we determined that the extension warranted only 14 calendar days. The County accepted this recommendation, and the project remained on schedule.
