Prince William County transformed a key transportation corridor near Marine Corps Base Quantico through the Fuller Road/Fuller Heights Road Improvement project. The $10.3 million initiative addressed congestion and safety, supporting long-term mobility at one of the County’s most strategically important intersections.
The project involved realigning Fuller Heights Road to improve crossover spacing with Route 1, constructing a new 135-foot roundabout at Old Triangle Road, and adding a dedicated right-turn lane along Joplin Road. An existing left-turn lane was converted to a through lane, and upgrades were made to storm drainage and signal systems. All work was completed under live traffic conditions, requiring careful phasing and coordination to minimize disruptions.
Sidewalks, trails, and transit stop improvements enhanced multimodal access for residents, visitors, and military personnel. These multimodal features support safer, more connected travel across the Triangle area and improve access to Marine Corps Base Quantico.
Construction Support for a Live Traffic Environment
As part of a VDOT Locally Administered Project (LAP), ATCS supported Prince William County with construction engineering inspection (CEI), project documentation, and closeout services. The centerpiece of the project—a large roundabout at Fuller Heights Road and Old Triangle Road—was built using a multi-phase maintenance of traffic (MOT) approach. ATCS met daily with the County, contractor, and design representatives to coordinate this approach, adjust construction sequencing, and maintain safety in a live traffic work zone. This coordination-driven approach helped maintain safety throughout construction, with the project completed without any incidents.
Field Coordination and Community Communication
To reduce environmental impacts, ATCS provided a DEQ-certified inspector who helped monitor and document erosion and sediment control measures, including protections for the stream that crossed the construction zone. The team also assisted with outfall protection and confirmed the implementation of corrective actions as needed.
Given the project’s proximity to several commercial properties, ATCS served as the County’s key point of contact with affected business owners. The inspector worked closely with the contractor and County to communicate access plans, maintain transparency, and help minimize disruption during construction.
Utility Coordination and Closeout Documentation
ATCS played a leading role in facilitating utility relocation coordination and supporting meetings that brought together the County, contractor, VDOT, utility companies, and representatives from Marine Corps Base Quantico. This collaboration was critical to advancing easement approvals and navigating real-time adjustments during construction.
At project closeout, ATCS compiled and submitted the final LAP documentation, including materials notebooks and as-built drawings, which helped the County achieve timely and compliant project acceptance by VDOT.
