The Virginia Department of Transportation (VDOT) advanced one of Northern Virginia’s most significant transportation investments through the Transform 66 Outside the Beltway project. Segment 3, extending approximately 8 miles of Interstate 66 from Route 50/Waples Mill Road to I-495, delivered critical improvements to support mobility, multimodal access, and long-term infrastructure resilience.
Segment 3 delivered 22 new bridges, 9 pedestrian underpasses, 11 culverts, 13 stormwater management ponds, and 8 miles of shared-use paths in each direction, significantly enhancing multimodal travel and regional infrastructure capacity. These enhancements provide safer and more reliable travel options for commuters, residents, and businesses while also developing long-term transportation capacity.
ATCS supported VDOT across all phases of Segment 3 with construction management, inspections, project controls, and technical field expertise. Our team worked closely with the agency to maintain momentum, resolve issues, and ensure quality delivery.
Coordinated Oversight for Complex Corridor Improvements
The Segment 3 construction phase required experienced technical, managerial, and inspection support to meet the demands of this high-volume corridor. ATCS provided construction management, field inspection, and engineering services, supplementing VDOT’s team with consistent oversight, risk management, and project controls.
We supplied dedicated staff to support program management, structural reviews, environmental compliance, and materials testing. Our project controls team led cost estimating, schedule reviews, document management, and change management efforts to maintain accountability and progress.
Navigating Design Challenges Through Partnership
When construction revealed unforeseen design conflicts, ATCS collaborated with VDOT, the contractor, and engineering leads to evaluate alternatives, implement solutions, and maintain progress. Many refinements were formalized through Field Design Changes (FDCs) or Notices of Design Change (NDCs), with complex challenges addressed through Variance Requests (VRs).
One notable example occurred near project completion when final grading exposed slopes steeper than 2H:1V between the right-of-way and a noise wall. The area contained ITS duct banks and junction boxes, creating a conflict between grading requirements and ITS standards. Following the on-site assessment, ATCS coordinated approval to install concrete slope protection, which prevents erosion while preserving ITS functionality.
Expanding Multimodal Access and Regional Connectivity
Segment 3 of the Transform 66 Outside the Beltway project has strengthened one of Northern Virginia’s most heavily traveled corridors. The completed improvements, including new bridges, underpasses, shared-use paths, and stormwater systems, have increased travel options, supported multimodal connections, and enhanced safety for all users of this vital corridor.
