ATCS Strengthens Transportation Design Expertise with Addition of Steve Bates

HERNDON, Va. – Steve Bates, P.E., joins ATCS as a transportation design subject matter expert, bringing nearly four decades of experience in transportation design, program planning, and project management. Bates will benefit ATCS projects and clients with design quality reviews, quality program management, technical assistance, and mentoring staff.

Before joining ATCS, Bates spent 27 years at the Virginia Department of Transportation (VDOT), where he most recently served as Northern Virginia District Location and Design Engineer for 14 years. He has provided technical guidance on complex design issues and planning projects, including the Woodrow Wilson Bridge replacement project and Transform 66 Outside the Beltway, as well as VDOT projects related to the Air & Space Museum’s Udvar-Hazy Center, the Amazon HQ2 development, and Base Realignment and Closure (BRAC) projects across Northern Virginia.

“I am excited to join ATCS and assist the team with the lessons I have learned over the past several decades in both private and public sectors,” said Bates. “I look forward to partnering with our clients to help them navigate the complexities of project design and delivery.”

Bates earned his bachelor’s degree in civil engineering technology from Fairmont State University.

“Steve pairs his expertise in transportation design at the project and program level with a pragmatic problem-solving approach,” said Eric Mongelli, P.E., assistant vice president and operations manager of ACTS’ Herndon office. “He brings an encyclopedic memory of Northern Virginia transportation projects from across the last 25 years.
