ATCS executed a $3M per term Construction Engineering Inspection Services contract for VDOT’s Fredericksburg District from 2018 to 2022. The team managed 106 task orders with approximately $6,400,000 expended toward the $9M cap.
The Fredericksburg contract included some of Virginia’s most significant transportation investments, featuring simultaneous oversight of multiple design-build interstate projects with combined construction values exceeding $400 million. These included the I-95/Route 630 Interchange Reconstruction and parallel I-95 Rappahannock River Crossing projects.
Coordinating Design-Build Project Delivery
The Fredericksburg District faced the challenge of simultaneously executing three major design-build initiatives along the critical I-95 corridor. These high-visibility projects demanded specialized expertise in design-build contract administration, schedule analysis, and change management.
The district needed to maintain traffic flow on one of the East Coast’s busiest interstate highways throughout construction. Additionally, these complex projects required coordinated inspection of major structures, including bridges spanning the Rappahannock River, while maintaining strict quality standards.
Implementing Multi-Project Inspection Strategy
ATCS deployed a coordinated multi-project inspection strategy to manage simultaneous major design-build initiatives along the I-95 corridor:
- I-95/Route 630 Reconstruction and Widening: For this $195M design-build project, ATCS provided a senior construction inspector, construction inspector, and scheduling specialist who managed document control, schedule reviews, change management support, independent verification testing, safety compliance monitoring, and environmental compliance reviews. This systematic approach helped deliver this major interchange project on time and within budget.
- I-95 Southbound/Northbound Rappahannock River Crossing/CD Lanes: ATCS supplied project controls specialists and a multi-level bridge inspection team for these parallel $102M and $108M design-build projects. The team performed baseline and monthly schedule reviews, change management support, and inspection of all phases of bridge construction, earthwork, maintenance of traffic, asphalt placement, retaining walls, signage, and lighting systems.
- Fredericksburg Maintenance Schedule Program: ATCS administered various pavement treatments, including asphalt plant mix, slurry seal, latex seal, and surface treatments. Team members conducted preconstruction route reviews, attended meetings, performed QA/QC inspections, managed project records, completed daily work reports, and handled project closeout.
- District-wide Signal On-call Contracts: ATCS provided senior construction inspectors and a construction inspector for several simultaneous signal on-call contracts. Work included intersection signal rebuilds, flashing yellow arrow upgrades, high visibility backplate installations, signal loop installations, plan reviews, QC/QA inspections, and documentation management.

ATCS Construction Engineering Inspection Services helped deliver a comprehensive upgrade to the I-95 corridor through Fredericksburg. These projects collectively expanded capacity, improved safety, and enhanced traffic operations at critical bottlenecks that will serve the Eastern Seaboard’s busiest transportation corridor for decades.
