As part of Loudoun County’s ongoing investment in park and recreation facilities, Phase II of the Philip A. Bolen Memorial Park project delivered permanent amenities to support community use and long-term operations. The scope included the construction of four new restroom and concession buildings across the park — two single-level restroom facilities, one single-level restroom and concession building, and a two-story facility combining both functions.
The project also included 24 new shade structures, upgraded site utilities, a trash enclosure, and demolishing and removing six aging ELOO restroom units and their connecting infrastructure.
Ensuring Quality and Continuity During Construction
ATCS provided construction management, inspection, engineering support, and materials testing throughout construction. Working under Loudoun County’s on-call contract, our team ensured that work complied with the Virginia Uniform Statewide Building Code, the County’s Facilities Standard Manual, and project contract documents.
Our inspection staff monitored daily construction activities, tracked contractor progress, and documented field operations in e-Builder. We coordinated daily with contractors, the County, and third-party consultants to identify issues early, support resolution, and maintain field momentum. A dedicated geotechnical consultant performed laboratory testing of materials, including concrete cylinders, to verify conformance with design standards.
Keeping the Project Aligned Through Coordination
ATCS supported the County in managing RFIs, submittals, change requests, and reviewing monthly pay applications and contractor quality control documentation. We helped maintain clarity and alignment throughout construction by supporting kick-off, pre-construction, activity-specific, and progress meetings.
In addition to field oversight, ATCS reviewed the contractor’s Critical Path Method (CPM) baseline schedule and monthly updates. Our project controls team evaluated time extension requests for feasibility and accuracy. The team also provided schedule delay analysis and recommendations that informed County decisions.

The improvements at Philip A. Bolen Memorial Park provide permanent, reliable facilities that enhance the experience for park users and simplify long-term maintenance for the County. The upgraded buildings and site improvements replaced temporary systems and created a more functional and welcoming environment for daily use and community events.
