Steven Kral Rejoins ATCS as Emergency Management Discipline Lead

Steve Kral has joined ATCS as vice president and emergency management discipline lead. In this role, he will lead emergency management business development and service delivery, provide subject matter expertise, guide strategic resource planning, and interpret regulatory and policy changes. He will work closely with federal, state, and local clients to deliver mission-critical services aligned with emergency management goals and evolving regulatory landscapes.

With over 25 years of experience supporting federal, state, and local emergency management agencies, Kral offers deep expertise in homeland security policy, disaster recovery, resilience planning, and public-sector grant strategy. His background spans senior roles in both government and consulting, including past positions with Ernst & Young, the District of Columbia’s Homeland Security and Emergency Management Agency, and WMATA.

Kral has led efforts that secured more than $300 million in FEMA funding for local governments, helped shape federal legislative testimony, and directed DHS grant management for the National Capital Region. He has a strong record of building trusted client relationships, delivering high-impact solutions, and mentoring cross-functional teams.

Kral holds a Master of Science in Homeland Defense and Security from the Naval Postgraduate School and a Bachelor of Science in Biology from Fordham University.
