ATCS Wins ACEC Virginia 2025 Engineering Excellence Awards

HERNDON, Va. – ATCS is honored to be recognized with three project awards at the ACEC Virginia 2025 Engineering Excellence Awards for outstanding contributions to transportation infrastructure and accessibility planning in Virginia. These awards highlight ATCS’ commitment to innovation, efficiency, and community impact.

Transform 66 Outside the Beltway – Multimodal Corridor Enhancement

ATCS, in partnership with Jacobs, provided General Engineering Consultant (GEC) support for the Virginia Department of Transportation (VDOT) on the Transform 66 Outside the Beltway Project. This $3.7 billion public-private partnership (P3) initiative transformed 22.5 miles of I-66 into a multimodal corridor designed to move more people efficiently and provide new transportation options. The project included:

  • Construction of new express toll lanes and reconstruction of general-purpose lanes.
  • The reconfiguration of 12 interchanges to improve traffic flow and safety.
  • Development of 3,300 new park-and-ride spaces with direct access to express lanes.
  • Addition of 18 miles of bike and pedestrian facilities along the corridor.

ATCS’ role as owner’s representative ensured the successful management of the project’s program development, procurement, design, and construction, helping VDOT maintain schedule, reduce impacts, and uphold safety and quality standards.

SMART SCALE Process Review – Enhancing Transportation Prioritization

ATCS played a key role in supporting the Office of Intermodal Planning and Investment (OIPI), VDOT, and the Virginia Department of Rail and Public Transportation (DRPT) in a comprehensive review of the SMART SCALE funding prioritization process. SMART SCALE is a nationally recognized model for evaluating and funding transportation projects to ensure the best return on investment for Virginia.

Leading the external review team, ATCS conducted an independent historical analysis of past funding rounds to assess trends, identify biases, and recommend improvements. The findings will help refine procedural and policy decisions, ensuring that Virginia continues to invest in high-impact transportation projects that enhance mobility and connectivity.

City of Newport News ADA Transition Plan – Advancing Accessibility

ATCS partnered with the City of Newport News to develop a city-wide ADA Transition Plan, assessing and mapping pedestrian facilities within the public right-of-way. This effort identified physical barriers that limit accessibility and provided a GIS-based tool for tracking and prioritizing improvements in real-time.

Unlike traditional static assessments, this innovative live-update GIS system enables the city to:

  • Identify and prioritize non-compliant facilities such as sidewalks, curb ramps, and pedestrian signals.
  • Monitor real-time updates as repairs are completed.
  • Streamline future assessments, reducing redundancy and improving efficiency.
