Loudoun County’s renovation of the Sterling Community Center modernized one of its most active public facilities, expanding community programming space and enhancing long-term functionality. The $11 million project transformed an aging split-level building into a fully accessible, single-level layout totaling 20,700 square feet, with a 2,000-square-foot expansion to accommodate updated recreation, education, and gathering spaces. The redesigned center includes a gymnasium, teen activity area, computer lab, art room, classrooms, kitchen, administrative space, and renovated outdoor areas such as a pavilion, patio, and amphitheater.
Designed to meet current building standards and community needs, the facility integrates a geothermal ground-source heating and cooling system, aligning with Loudoun County’s sustainability goals while reducing future operating costs.
Supporting Delivery Through Construction and Project Controls
ATCS supported Loudoun County throughout the two-year renovation by providing construction management, inspections, materials testing, and project controls services tailored to public facility construction.
Our on-site team conducted daily inspections and monitored all major construction activities for compliance with the County’s Facilities Standard Manual, the Virginia Uniform Statewide Building Code, and contract documents. The inspection scope included structural CMU, roofing systems, building envelope components, geothermal wells, mechanical, electrical, plumbing systems, finishes, and specialty items such as storefront and glazing, folding partitions, and vertical overhead doors.
ATCS also performed geotechnical and materials field testing per the County’s standards to help verify construction quality and adherence to technical requirements. Daily coordination and clear documentation supported informed decision-making and issue resolution throughout the construction phase.
In addition to field services, ATCS led schedule reviews, evaluated contractor-submitted changes, and supported delay analysis. Our team assessed submissions for contractual compliance and worked closely with County staff to maintain control over project timing, documentation, and delivery.
Navigating Change Responsibly
During the project, ATCS assisted in evaluating a contractor-submitted schedule impact request tied to a design clarification. After reviewing the documentation and timeline of events, we collaborated with County staff and the design team to assess potential contributing factors and identify areas for process improvement. Through detailed review and discussion, the parties reached a resolution that addressed the necessary work while minimizing impacts to the project schedule.
In a separate instance related to early excavation work, ATCS helped identify a contract requirement around rock removal early in the process. By discussing the issue with the contractor and the County before it became a formal dispute, the team was able to avoid delays and additional costs. This proactive communication helped keep the project moving while supporting alignment among all parties involved.
